      水利工程是促进社会经济发展、保护生态环境的一项重要基础设施。依法划定水利工程管理与保护范围对充分发挥其效益和建立监管有效的水利工程资源管理体系具有重要意义。本文分析了湖南省1∶2000基础地理信息数据的特点,探讨了该数据在水利工程管理与保护范围划定中的应用流程,结合工作实际提出其在水利工程的工程区、运行区空间特征分析与确定、水库高程信息校核及该数据关键要素提取应用等关键技术方法及其优化方向。研究表明,利用1∶2000基础地理信息数据开展水利工程管理与保护范围划定方法可行、工作效率高且易于掌握,划定成果满足水利工程管理与保护要求。本文研究成果对创新水利工程管理与保护范围划定技术手段提供了参考。

      Water conservancy project is an important infrastructure to promote social and economic development and protect the ecological environment. Delineating the scope of water conservancy project management and protection according to law is important to fully play its bene.ts and establish an e.ective water conservancy project management system. This paper analyzes the characteristics of 1∶2000 basic geographic information data in Hunan Province, and puts forward its application .ow in the delimitation of management and protection scope of water conservancy projects. Combined with the actual work, the key technical methods and optimization directions are proposed, such as the analysis and determination of the spatial characteristics of the engineering area and operation area of water conservancy projects, the check of reservoir elevation information and the extraction and application of key elements of 1∶2000 basic geographic information data. The research shows that the method of delimiting the scope of water conservancy project management and protection using 1∶2000 basic geographic information data is feasible, e.cient and easy to master, and the delimited results meet the requirements of water conservancy project management and protection. The research results of this paper provide a reference for innovating technical means of water conservancy project management and protection scope delineation.
