      采矿业实现碳排放有序达峰,既是支撑落实国家“碳达峰、碳中和”目标的必然要求,也是推动矿产资源行业高质量发展、全面转型升级和可持续发展的客观需要。本文选取 30种终端能源消费数据估算了中国采矿行业 2000—2019年二氧化碳排量,并对行业碳排放变化趋势、来源结构和排放强度、能源效率进行了分析。估算结果表明,2019年中国采矿业化石燃料燃烧产生的二氧化碳排放量占全国的 3.00%,其中,直接能源消费产生的排放量占全国总量的 1.37%,外购电力热力产生的间接排放量占全国总量的 1.63%。研究期内排放量最高的年份是 2013年,2016年阶段性触底以后,采矿业能源消费量和排放量仍然呈上升趋势,2019年较研究期峰值下降了 31.89%。2000—2019年期间,采矿业二氧化碳排放强度下降了 80.04%,能源效率的提升对抵消采矿业二氧化碳排放做出了贡献。在分析行业排放现状的基础上,本文进一步提出了加强行业碳排放管理、提高行业能源使用效率、推广使用可再生能源和提供制度保障支持 4个方面的路径政策建议。

      The orderly peak of carbon emissions in the mining industry is not only a necessary requirement tosupport the implementation of the national "carbon peak and carbon neutrality" goals, but also an objective need to promote the high-quality development, comprehensive transformation and upgrading, and sustainable developmentof the mineral resources industry. This paper selects 30 kinds of terminal energy consumption data to estimate thecarbon dioxide emissions of China's mining sector from 2000 to 2019, and analyzes the trends, the sources, and thecarbon emission intensity. The result showed that energy-related emissions from mining sector account for 3.00% oftotal emissions in 2019; among which, the emissions from direct energy consumption accounted for 1.37%, and indi.rect emissions from purchased electricity and heat accounted for 1.63% of the national total. The year with the high.est emissions during the research period was 2013 and 2019 dropped by 31.89% from the study period. After the pe.riodical bottom in 2016, the energy consumption and carbon dioxide emissions in mining sector are still on the rise.Between 2000 and 2019, the carbon dioxide emission intensity of the mining sector decreased by 80.04%, and effi.ciency gains has made a huge contribution to the reduction of carbon dioxide emissions in the mining industry. Fi.nally, this paper puts forward policy suggestion on how to strengthen the management of carbon emissions, improvethe efficiency of energy, and promote the use of renewable energy in mining sector.
