      在“双碳”目标与生态文明建设背景下,绿色地质勘查作为矿产资源开发与生态保护协调发展的关键路径,面临监管体系碎片化、技术支撑不足、企业内生动力欠缺等挑战。本文基于绿色发展理念,通过文献研究与政策分析,系统梳理中国绿色地质勘查监管现状,剖析当前监管体系的标准缺口、智能监管技术断层、市场化机制缺失等核心问题,创新性提出构建“标准引领、技术支撑、认证驱动、全程监管”的四维监管体系,以期通过构建全生命周期多层次的标准体系、打造“勘查—监测—修复”技术链、推行绿色地质勘查管理体系认证、构建全生命周期闭环管理体系,突破传统行政监管局限,为推动资源保障与生态保护双赢目标的实现提供参考。
英文摘要:
      Under the background of the "dual carbon" goals and ecological civilization construction, green geo.logical exploration, as a critical pathway to coordinate mineral resource development with ecological protection,faces challenges such as a fragmented regulatory system, insufficient technical support, and a lack of intrinsic moti.vation among enterprises. Based on the concept of green development, this paper systematically reviews the currentstatus of green geological exploration regulation in China through literature research and policy analysis, identifying core issues including standards gaps in the current regulatory system, disconnects in intelligent regulatory technolo.gies, and deficiencies in market-driven mechanisms. At the same time, the paper innovatively proposes the con.struction of a four-dimensional regulatory system characterized by "standards guidance, technical support,certification-driven mechanisms, and full-process supervision" in order to establish a multi-level, lifecycle-oriented standard system, build a "exploration-monitoring-restoration" technology chain, promote green geologicalexploration management system certification, and set up a closed-loop, lifecycle regulatory framework. This studyaims to transcend the limitations of traditional administrative regulation, and provides a reference for achieving awin-win scenario between resource security and ecological conservation.
