| 地勘单位作为国家能源资源安全保障与生态文明建设的核心力量，曾在计划经济时期为工业体系奠基作 出关键贡献，但随着市场经济深化、地质勘查投入下降及“事企不分 ”体制约束，其面临生存与发展双重挑 战。本文从地勘单位的历史发展以及改革过程摆事实，通过全面的分析地勘单位存在管理理念落后、科 技技术创新能力差、靠“打工 ”经济为生、体制机制约束的困境，又辩证分析其具有的优势后，通过学习和 了解已经走出成功经验的地勘单位发展模式，提出了强化管理理念创新、科研技术能力和设备的创新、延 伸产业链长期健康发展、构建灵活管理体制机制实现高质量可持续发展的路径。本研究为地勘单位破解 改革难题、实现从传统找矿向现代化地质科技企业转型提供实践参考，亦为国家能源资源安全与地方经 济建设提供行业支撑。 |

| As the core force for ensuring national energy and resource security and ecological civilization construction，geological exploration units once made key contributions to laying the foundation of the industrialsystem during the planned economy period. However，with the deepening of the market economy，the decline in geological exploration investment and the institutional constraint of "separating public institutions from enterprises"，they are facing dual challenges of survival and development. This article presents facts from thehistorical development and reform process of geological exploration units. Through a comprehensive analysis of thepredicaments faced by geological exploration units，such as backward management concepts，poor technological innovation capabilities，relying on the "working" economy for survival，and being constrained by systems and mechanisms，and after a dialectical analysis of their advantages，it aims to learn and understand the developmentmodels of geological exploration units that have already achieved successful experiences. The path of strengtheningthe innovation of management concepts，the innovation of scientific research and technological capabilities and equipment，extending the long-term healthy development of the industrial chain，and building a flexible manage. ment system and mechanism to achieve high-quality and sustainable development has been proposed. This research provides practical references for geological exploration units to solve reform problems and achieve thetransformation from traditional mineral exploration to modern geological technology enterprises，and also offers industry support for national energy and resource security and local economic construction. |
